You mean the bubbly plastic around the remote? A Wii remote will at one point by sweat and such settling. If you have the bubbly thingy around it, all this sweat and dirt will get stuck on that instead and it’s really easy to clean it because you can just take it off and maybe put it in the washer. It also protects people/things that you accidently hit with the remote.
